NEW WINDSOR — The Orange County Industrial Development Agency on Wednesday approved exemptions from sales and use taxes for upgrades to the Woodbury Common Premium Outlets.

Simon Property Group, owner of the shopping center, was granted up to $4.4 million in relief from taxes on building materials and equipment rentals. The $120 million project includes 60,000 square feet of retail space, a parking garage and other improvements.

Following the IDA meeting at the Orange County Business Accelerator, John Villapiano, Simon's senior development manager, said the company may seek a property-tax break as well.

"We're going to explore that as an option, which is typical for any expansion and renovation," he said.

IDA Chairman Robert Armistead said such a request would require a second public hearing, and that some members have said they would oppose it.
